At the time of this writing, a rolling restart is underway, which Despite my and Tateru Nino's judgment, where we both independently came to the conclusion that the ability to create new big-prims was intentional, the Linden™s say it was a bug.
Server updates are now being applied to change this particular server behavior, but you may still find opportunity to create sizes which you need if you find regions which are only due for update tomorrow (possibly down south on the map if the update follows previous patterns) or to pick up various pre-built prim packages available for free on SLX or via this forum thread.
Andrew says that the feature will come back as part of a more thorough approach and that Quarl is working on the project. If I could wish for anyone working on a Linden project, Quarl would be high up on that list, so I am sure the implementation is in good hands. But don't hold your breath: The procedures and hamster wheels inside Teh Laboratory are grinding slowly and the queues are long, so I'd even consider a time to market of 3 months being quick.
What I do like about this (w)hole issue though, is the spirit which it inspired. I sensed an feeling of adventure, liberation and cooperation among residents, something which is rarely experienced throughout the highly fragmented virtual population. At least for a few days, there was that feeling of our world, our imagination again.
So let me just say that I tremendously enjoyed the opportunity of being part of that.

Sidewinder's post concerned the plan to eliminate especially large megaprims that already exist in-world; creating new ones is a seperate issue.
I think the bug is that people outside LL could create them.
Various huge prims sets are available in world. I'm collecting them and setting them out at:

If people have sets, post the surls. The next best thing to creating huge prims is having all of the ones available at this time.

True, but to me too the ability to create megaprims seemed to be intentional as i read the Second Life(TM) post from Kelly 03/16/2008. Kelly clarified though in a later post 03/27/2008.
Anyhow, it doesn't make much sense not allowing to create megaprims, but tolerating the inworld availability and use.
But really ... unreasonable residents playing around with 64k prims ... a frightening thought ;-)
Has someone made a NICE set of new huge-prims? I dont want to get the 2000 item box with square prims from SLX, I want a small set of different USABLE huge-prims. :)

I made a few (80) such large prims (ranging from 15 to 256m) today (before "they" would roll out the new server version).
They are available for free from my shop (search for "Cool Shop" or "Cool Products"), in the freebies corner.
They are suitable for large builds, background panels, large, one prim floors, large skyboxes, etc. They are all cubes/panels, but you can perfectly change their form (only resizing them is impossible without seeing them snap down to 10m).
You may also hollow them and unlike the old megaprims that were already existing in SL, you can walk through the hole, like with a normal prim.

Great, and I was looking forward to making ships with deep, curved hulls, flying sculpty islands and all kinds of cool stuff. I'll save the handful I made yesterday and put them up as full perm freebies.
I really wish I'd made more though, but hopefully there'll be enough out there to get a decent collection together. I'm afraid I can only offer 40x40x28, 40x28x3 (guess how big my plot is), 22x22x3 & 21x21x10. I know, not a great selection but just what I was working on at the time.

I created some 400 big prims of sizes not so much seen yet.
Is there anyway to set permissions to "copy", "Modify", "resell" for a lot the same time. Going through the 400 and some, manually, is a hell of a job :)
If I can get the permissions free, I will let you know here where to collect them.

Anonymous: AFAIK the only way is to mark a handful and choose properties there. It will open a tabbed dialog with properties which may save you a few meters of mouse movement. Not ideal but better than nothing (assuming it still works that way).
Nicholaz, any chance of a future version of your client enabling Megaprims again before the Lindens (TM) do it in Februry 2011? Or have the new changes been so deep that you can't work around them?
I was planning to change many of my rides to Megaprims, but only had time to convert the go-karts... Considering how huge my structures are, Megaprims would probably allow me to build a sim-sized amusement park with less than 2000 prims...

I've noticed that the client takes LONG time to exit, like a minute or two, from clicking the x.
Hubby's noticed that he can only run it for a few hours on his computer, I end up relogging due to lag on mine half the time (but at least I get more than 2 hours now, so yay!)
Sarg: I see no way to do that again at the moment. It was a gap in the server and that is stuffed now. I don't think that other workarounds exist.
Alex: Can you have a look at the memory usage? Also, which EC version is that?

Yeah the tabbed window to change the prim-right, I knew. I did some 80 with it now. Still over 320 to go :) I thought I found a way to script it, but I have no God powers :).
Nicholaz, I have no idea how you do it, but I can use the windlight viewer now. Must be the memory leak you fixed. I hvae a rather new graphics card but an old old pc. Still it runs great this time. Thankyou so much, you are my hero :) Still I hate the new icons for "no building/script/push" and the chat/im window that I can no longer make small like I did. But that is nothing you are to blame for :)) And boy, water with reflexions looks super.

What I normally do if I wanna change permissions on multiple prims is link them temporarily. This MAY work on some megaprims depending on how big they are.
Off topic to the Mega-prims, but...
I still love, and use regularly, the Old School version. Is there any chance that you will find it amusing to increase the build height in that viewer?
I know its probably unlikely, but I figured maybe if you knew for sure that the OS version is still being used, that you might shine a little love on it *grin*

Windlight views are great but an unworkable viewer for me. IM window that cannot be made smaller, landlines that are visible through everything, about land not updating, join parcel mosttimes not working, riddiculaz icons for "no build, no script" etc. and I cannot get used to those chat and IM buttons.
I am back at old school too. Will keep the windlight for if I need some nice pictures but working and windlight is just impossible for me.
So any improvement in the old school viewer is highly appreciated by me too ;)

Oeps, sorry. I see building in the high-sky is possible in BE-w :) Probebly "Old school" and BE-w are different terms I mixed up. So I am very happy :)
I worked with your Windlight viewer now 4 days. I have no idea how the current Linden version looks like and works. I never bothered to try. :) But with this 4 day test I at least got at glance on what the viewer would be like if you where not around to make our lives better. Always good to compare once in a while. It gave me right away the drive to donate to you again :)
Sylvia: OldSchool is indeed different from BleedingEdge. OldSchool is the viewer before voice was introduced, BleedingEdge is the first voice viewer. They look and behave pretty much the same though, except for voice and the "search all" feature.
But there will be an OldSchool release again today.

I have scripted a device I call a Megaprim Rezzer / Indexer. It is available for free, (well $1L), and the script is mod/copy. Basically, you drop your megaprims into it, and when you want one, it will let you search based on size and boolean parameters, assuming size is in the megaprim's name.
